A Baseline Survey – Adapting to Climate Change in Agriculture, 2015

Impact of Donor Aid Cuts on the Implementation of the PRDP

DonorAidPRDPII-1In November 2012, a cross section of donors decided to suspend their  support for the  implementation  of  the  Peace  Recovery  and  Development  Plan  (PRDP  1). Th is suspension  followed  the  discovery  that  officials  in  the  Office  of  the  Prime  Minister (OPM) had embezzled approximately  US$ 15 million  specifically earmarked for the PRDP.

Climate change adaptation in agriculture to the districts of Jinja, Kamuli , Mayuge

ClimateChange-1DENIVA is implementing a 2-year action aimed at raising awareness of and readiness for climate change adaptation in agriculture in 6 districts of Kamwenge, Kasese, Ibanda, Kamuli, Jinja and Mayuge, funded by USAID UGANDA.

On 25th November 2014, we (DENIVA team) visited the eastern districts of Kamuli, Jinja and Mayuge basically to introduce climate change adaptation in agriculture project to the district officials of the three districts mentioned above aimed at improving local stakeholders’ especially farmers’ readiness to adopt to climate change in agriculture.

Millennium Development Goals Report for Uganda 2010

This 2010 Millennium Development Goals (MDGs) progress report for Uganda comes at a critical time. The country has just launched its first National Development Plan (NDP) and the whole world is assessing progress towards the Millennium Declaration in the last five years before the 2015 deadline. As the report shows, there is good reason to celebrate the many achievements of the Ugandan government and people in recent years.

Moreover, with peace in the country and the region, and the prospects afforded by newfound oil wealth, there is good reason to believe that prosperity for all is within reach. But, as the report shows, there is also cause for concern. For several MDGs, the progress has been too slow to meet the national and international targets—and, for some, there has been outright reversal.

In some cases, improvements in national averages mask inequalities in progress, e.g., among the various regions of the country. We also know that the challenge of meeting the MDGs will be further compounded by the longer-term risks of climate change.

Poverty Status Report: Poverty Reduction and the National Development Process

The economic and policy context has changed in many ways since the publication of the last Poverty Status Report in 2005. The release of the 2009/10 household survey brought good news of an acceleration in the reduction of consumption poverty. But more recently, dramatic swings in prices – including of the staple food crops on which the poor depend – have undoubtedly led to corresponding changes in household purchasing power, threatening the progress made.

Against this backdrop, there has been a fundamental shift in Government’s overarching development strategy. The National Development Plan emphases economic growth and structural transformation, but this requires that we pay more attention to the distribution of income and of economic opportunities. The report provides a timely and comprehensive overview of the implications of these changes for the poverty
reduction agenda.

President Museveni delivered his 7th State of the Nation Address to this House and the Nation on Thursday the 7th of June 2012 at the Serena Conference Centre. As a tradition and practice, this year’s State of the Nation Address opens the second Session of the 9th Parliament of Uganda.

The State of the Nation Address provides an opportunity for a country to hear their Chief Executive outline his Party’s/Government political agenda, the proposed policies and new legislation. It is also a ceremonial event that allows the Head of State to review the past session.

Rt. Hon. Speaker, a State of the Nation Address is very distinct in nature. In the wisdom of the framers of the 1995 Constitution, under Article 101(1), the State of the Nation Address precedes the Budget and is meant to provide political direction to the national priorities. The State of the Nation Address is therefore an executive duty that portrays Statehood at its best.


DO we as a country need new districts?

We, the undersigned civil society organizations, write to express our deep concern with the proposal tabled by the minister of Local Government on July 18th 2012 for the creation of 25 new districts. In particular we are concerned that the proposal has been tabled without the rational and justification of creating more districts based on a full analysis of the social- economic and political implication for the country.

Ministry of Internal Affairs: The National NGO Policy Strengthening Partnership for Development

Ugandan to engage in peaceful activities to influence the policies of Government through civic organizations. Government fully acknowledges and recognizes the key role Non-Governmental Organizations (NGOs) play in service delivery especially to marginalized groups, and improving accountability of public institutions. Furthermore, the Local Government Act 1997 specifically provides Civil Society Organizations (CSOs) with an important role in service delivery at community level.

The contribution of NGOs in the areas of service delivery, advocacy, democracy and good governance as well as community empowerment is beyond debate. However, the process of NGO sector development, methods of work and the impact of NGO program activities, among other issues, have continued to generate varied and sometimes contradictory views and experiences.

In order to promote and foster a more healthy relationship, Government embarked on a consultative process towards the development of a National NGO Policy. The process of developing the Policy was coordinated by the Office of the Prime Minister (OPM) within the framework of Article 108 A of the Constitution that mandates the Prime Minister to, inter alia, be responsible for coordination and implementation of Government Policies across Ministries, Departments and other public institutions. To this end, OPM worked very closely with the relevant Ministries especially the Ministry of Internal Affairs (MIA) and its arm, the Non-Governmental Organizations Registration Board (The NGO Board), that has the operational mandate for monitoring NGO activities in Uganda.
